Major fields are legislative behavior and organization, especially American state legislatures, and methodology, especially statistical applications and policy evaluation. Author of Legislative Issues in the Fifty States (1967), Formal Models of American Politics (1972), American Politics: Analysis of Choice (1974), The Legislative Committee Game (1989) and co-author of Political Research: Design Measurement & Analysis (1976). Recipient of several grants, including awards from the National Science Foundation. Contributor of chapters to several books, and author or co-author of articles in a variety of journals, including the American Political Science Review, American Journal of Political Science, Journal of Politics, Legislative Studies Quarterly, Policy Studies Journal, Quality and Quantity, Simulation and Games, and Western Political Quarterly. He has served on the Executive Councils of the Inter-University Consortium of Political and Social Research and the Midwest Political Science Association, and is Sec/Tres. of the Legislative Studies Section of the American Politcal Science Association. He is presently Co-editor of Legislative Studies Quarterly.
