Professor Moraski's research focuses on the relationship between political institutions and political behavior. This focus incorporates questions on strategic relations between branches of government, the politics of institutional choice, and the influence of short-term electoral incentives on the prospects for democratic consolidation. While his research has included an examination of U.S. Supreme Court nominations, the majority of work focuses on the political transitions in East-Central Europe and the former Soviet Union. He has published articles in the American Journal of Political Science, Journal of Politics, Europe-Asia Studies, and Slavic Review. His forthcoming book, Elections by Design: Parties and Patronage in Russia's Regions, examines the process and consequences of electoral system design at the sub-national level in the Russian Federation. Additional projects include an investigation of voter turnout over time in Russia, an assessment of the Putin administration's ability to determine gubernatorial election outcomes, and an analysis of whether recent changes to Russia's election laws systematically favored Russia's party of power.
